Invitation for Bids (IFB)

International Competitive Bidding 



Project Location: Bombali District, Sierra Leone Length of Road: 148km Estimated Duration of Project: 36 months Procurement Number: SLRA/DD/ICB/2012/0001 The Government of Sierra Leone has secured some funds for the procurement of works for the Reconstruction of the Makeni – Kamakwei – Madina Oula Road and now invites sealed bids from eligible Class A Bidders for the execution of the works using “Design and Build” concept.

Funding for the Contract is provided by the Government of Sierra Leone and external Donors.


Background Information


The present state of the road is lateritic with gullies and giant potholes with some sections having severe base failure. The vertical curves are in excess of 10% with silty surface and poor horizontal alignment of low engineering design standard. There are several single lane bridges with dangerous approaches. There are also numerous culverts of inadequate geometric dimensions and hydraulic capacity.


The project road starts at Panlap (6km from the Northern Provincial Headquarter Town of Makeni), and goes through Kamakwei and terminates at Madina Oula (a village on the Sierra Leone/Guinea Boarder). The project will involve the reconstruction of the entire road by providing an acceptable geometric and pavement design for upgrading. The basic design standards should be in compliance with the Sierra Leone Roads Authority/ECOWAS design standards and specifications for ECOWAS roads.


Brief Summary of the Works


The Scope of Works shall include but not limited to the following:


·         Detailed Design of the project road;


·         Design and reconstruction of bridge structures to conform with the traffic load, road width and provision for pedestrians walkway;


·         Design and reconstruction of pipe and box culverts;


·         Widening of the Road Width to a 7.3m carriageway and 1.5m shoulders on either side;


·         Building up the road to Formation Level;


·         Construction of Road Pavement (both the carriageway and shoulder) of natural gravel sub-base (or other option), crushed rock base and asphaltic concrete wearing course;


·         Design and construction of earth side drains and concrete lined drains with access road crossing where necessary; and


·         Provision of appropriate road signs, crash barriers, chevrons, general road markings and other road furniture as necessary.


Eligibility of Bidders


Bidding is open to all Bidders from eligible countries; that is, all countries and territories which are member states of the United Nations.


Site Visits and Cost of Bidding


The Bidder, at the Bidder’s own responsibility and risk, is mandated to visit and examine the Site of Works and its surroundings and obtain all information that may be necessary for preparing the Designs and Bid for entering into a contract for construction of the Works. The Bidder is encouraged to visit the site with personnel of the Sierra Leone Roads Authority. The costs of visiting the Site shall be at the Bidder’s own expense.


The Bidder shall bear all costs associated with the preparation and submission of his Bid (including design of the road and materials investigation), and the Employer will in no case be responsible or liable for those costs.


Qualification of Bidders


All Bidders shall include detailed qualifying information and documents with their bids, among which shall include the following:


(a)     total monetary value of construction work performed for each of the last five years;


(b)     experience in works of a similar nature and size for each of the last ten years, and details of work under way or contractually committed; and clients/institutions for references;


(c)     major items of construction equipment proposed to carry out the Contract;


(d)     qualifications and experience of key site management and technical personnel proposed for the Contract;


(e)     reports on the financial standing of the Bidder, such as profit and loss statements and auditor’s reports for the past five years;


(f)      evidence of adequacy of working capital for this Contract (access to line(s) of credit and availability of other financial resources);


(g)     authority to seek references from the Bidder’s bankers;


(h)     information regarding any litigation, current or during the last five years, in which the Bidder is involved, the parties concerned, and disputed amount; and


(i)            proposals for subcontracting components of the Works amounting to more than 10 percent of the Contract Price.


(j)      Programme of work indicating timely schedule of attaining major milestones of work items and completion date of contract.


All Bidders shall provide a complete description of the proposed work method and schedule, including drawings and charts, as necessary.


Bid Validity


The bid must be valid for 120 days from the date of submission of bids.


Date and Time of Submission of Bids


Interested bidders may obtain further information at the address below beginning January 3, 2012 between 0900 – 1500 hrs GMT on Mondays - Fridays. 

  Bids must be delivered to the address below on or before May 31, 2012 at 12:00 noon. All bids must be accompanied by:

q       A bid security of 2% of the estimated value of the contract;


q       a valid tax certificate;


q       copies of original documents defining the constitution or legal status, place of registration, and principal place of business; written power of attorney of the signatory of the Bid to commit the Bidder.


Bids will be opened on May 31, 2012 at 1400 hrs GMT, in the presence of bidders or representatives of bidders who chose to attend, at the address below.  Late bids will be rejected and returned unopened to bidders.
